Twitter disabled its User Search aka People Search feature early November 2008 (blog post) and intends to re-write the search feature.
In the meantime, there are a lot of ways to find people in Twitter.
If you know the person's Twitter Username
- Login to Twitter at http://twitter.com/home
- Go to http://twitter.com/Username and click the Follow button beneath Username's icon.
If you only know the person's real name
If you want to find Common Friends
- Login to Twitter at http://twitter.com/home
- Go to one of your friend's profile pages by clicking on the profile pic of any of one of your friends
- Click the Following or Followers link on Username's profile page and look out for anyone else you know.
- Click their icons too, and follow them if you wish.
If you want to find people in your Webmail Address Book
Find friends through the address book of your Webmail account using http://twitter.com/invitations
If you're not using a Webmail account, you can still use the Invitations feature by importing your Contacts into a new Gmail account (worth the effort if you have a lot of contacts)
- Export your contact list into a text file (e.g., from Outlook to text)
- Create a new Gmail account at http://gmail.com
- Use Gmail's contacts import feature to import the contacts from the text file
- Use http://twitter.com/invitations to find contacts in that Gmail account
Bonus: You've also just backed up your entire contact list.
